Help With An Unissued 1942 Libya Postage Due?

Any information about this Libyan postage due from 1942 (one of a set of 11) would be appreciated. Scott doesn't list it, and the catalogue just has a note that they were prepared and not issued.

Just because of the general tumult in North Africa in 1942? Or is there any better story floating out there?

My 2003 Sassone Vol. 2 doesn't have any more info than what you have - it just says "not issued". The full set of 11 was valued at €10 hinged, €20 not hinged. The 2004 Unificato gives the same values.

Thanks for looking. I can't imagine Italy was having an easy time of supporting postal systems in North Africa in 1942.
