On second and third look, I see #565 was issued in 1923. Your copy looks like blue paper......is it really blue paper? If so, it's a mystery to me.

The back is white / or cream with the glue. I think maybe the dye was so dark it colored the perfs so it looks blue. I'm still learning about them, and there are interesting notes about mm too.

Those are beautiful stamps ...if you have any on commercial envelopes they are worth money..Scott sez the first day cover catalogs a hundred dollars..but they are not easy to find on regular mail due to the 14 cent rate

Like your pre-cancels. I think the glue on these is in really good shape too; doesn't look like it's been hinged. Wonder why they are worth more money on commercial envelope?

Many values are released for which there is no applicable rate (solo).

US released 14c stamp issues in
1922
1938
1970
1985
and only 1985 where the postcard rate was 14c is immediately evident for solo use.

The 1970 issue may include a 4th class special parcel rate 1LB
14c solo, but that is just a wild guess.

Required postage 40c and above, would no doubt include a vast matrix which 14c would be a make up stamp depending on the clerks stock on hand.
US solo use would be a philatelic discipline in itself I should think

The paper is white. The blue tint as seen on the face of the stamps is due to the printing process. It is known as "wet" printing in which an overall ultra thin coating of color coats the entire stamp face.
