Well, according to my own reference (based on Michel) there were 344 stamp sets issued in 1931. Assuming each set contains roughly 5 stamps, then it would mean that 1720 would be the pretty close to being the Answer to the Ultimate Question of Life, the Universe, and Everything stamp related in 1931 AD. LOL.

Please can I have another go? I thought you meant printed for circulation, whoops sorry, that's why my guess was a tad high...
My second guess (if its allowed) is 2,782

Circa 1977, Wim Smits a stamp dealer here in Perth
stuck stamps all over his motor car, and drove around Perth with
a competition to guess how many stamps aboard.

The list of each nation I started for issues in 1931, are for new issues including overprints, but does not include variations in paper, watermark, shades nor perforations.

Also does not include US Postage Due since Scott's Specialize does not list the exact year of issue only range. (1930-31, 1931-32)

I was taking the info out of my 1948 Scott's Standard, so no telegraphs.
