I used to do that, put two stamps on just so the rate was covered and my letter didn't 'get lost' to the US.
Now that I have tons of make up stamps from various sources, and selling online a bit, I do try hard to get the correct postage on. I have had one letter returned to me because most of the older stamps fell (were scraped) off for re-applying of sufficient postage (after 3 weeks) but that was grossly underpaid (not by me).
I have read somewhere in
Canada Post's literature online that mail with insufficient postage might not get delivered at all so that scared me a bit. Not sure where it goes.
