It's a Christmas Seal and as such it is considered a Cinderella. However, there is a section in the Scott U.S. Specalized that covers it. They were issued by the National Tuberculosis Association for the dated one you have.
Interestingly, for 1932 there are some varieties based on perforations and printing companies engaged in their production. Rather than attempt to explain it, I'm providing an excerpt from a 2002 Scott Specialized on the varieties. Unfortunately, none of them carry anything more than a modest minimal catalog value ... and I doubt it has changed much over the past few years.

While they may not be valuable, they are a very interesting item to collect.
