Well the dealer who sold these to me back in around 1970, told me that Teddy Roosevelt may have used these himself being all of 13 that I was, I just knew that this piece of history for the bargain price of $1.00 was a smokin deal.That guy probably laughed all the way to the bank after he got done with me. Oh, there is a set on ebay for $4 bucks right now.

FRom "Phantom Philately" by Melville, 1950 --

The "Army Frank" labels, rather attractively designed & printed after the model of the .30 cent stamp of 1869,[Scott 121] are entirely bogus, the invention of a philatelist, Major Brewster Cox Kenyon, alias Kenyon Brewster Cox, whose philatelic record as disclosed in "Filatelic Facts & Fallacies", (Sept. 1898,Vol: VI., p140) should not be allowed to be forgotten. He was at the time Major & Paymaster United States Volunteers. The "Army Franks" printed in rose, brown & blue, appeared in 1898, & Mr.W. Sellschoopp in the journal mentioned, quotes replies repudiating the stamps from the Army Headquarters & the Post Office.
