I purchased this item several years ago. The seller had no clue as to the intended use and I have been unable to find anything about it. Information appreciated, guesses not so much.

Would it have been the seal on a package of envelopes sold by the U.S. Envelope Co.?

Package seal has been suggested and the US Envelope Co was the stamped envelope contractor at one time. No evidence has yet been discovered.
