This 30c definitive of the Canal Zone (Sc. #113) was issued in 1940, the year following the death of Col. Sidney B. Williamson (1865-1939) who is shown on the stamp. Williamson was a civil engineer who spent his entire adult life in service to his country.

From the vmi.edu website, "Williamson was responsible for wet and dry excavation of the Pedro Miguel and Miraflores locks; he also helped design and oversaw construction of the Pacific Terminal docks; and the water supply, sewers, roads and streets for the towns of the division including the city of Panama."
