The stamps surcharged in paras and piastres were actually for use in the British Levant (which is where you'll find them in Gibbons) - A. British Post Office in the Turkish Empire 1857-1914, and the last stamp under B. British Post Offices in Constantinople and Smyrna, 1919-1923.
