Does anyone know what this stamp is? I can't see it in my Gibbons China catalogue.

It's a stamp duty stamp. The key words to look for are

either in that order or reversed. You'll find them, reversed, in the bottom tablet between the 1 and Ct.

Can't make out enough of the overprint to make sense of it.

These are the characters for 'Republic of China':

Again, you may have to allow for different fonts, and the characters being written from right to left, as on your stamp.
