Re the 2c with the frame extension.
After noticing it on this stamp, I had a chance to look at a proof sheet for the 2c (up for sale at Siegel tomorrow and also available online).
There are actually a surprising number of frame extensions - most on the lower left.
The only one I saw with the extension on the lower right was position 11:

I agree the #8 looks suspicious. I would like to see a higher resolution scan before being absolutely sure though.

I'm not to aware about which place is best to have a stamp evaluated (forged #4 showned earlier)
My first though was at Gary Lyon... any other suggestion, how much should I expect to pay...?

VG Greene Foundation can verify it is forged. You might contact them and see if they can also identify the forger. I don't know the value of the item so unable to tell how much it will cost. Check their web page or contact them for further information.

I sent the stamp today at Vincent Graves Greene Philatelic Research Foundation with $40 for a single stamp
(for those who don't know the cost for an evaluation)
