I noticed there is a boatload of Mali issues that are from IGPC. I am building a collection for my son, who was born 11/1/2009, to include every single active postal authority, but Mali gives me a headache. I do not want to include anything that cannot be used to pay for postage in the country of issue (Tuvalu is a good example of that: lots of IGPC issues, but so far I could not find anything that could be used to send a postcard).

So, anyway, does anyone possesses knowledge on the subject and can answer these 2 questions:

1) Can IGPC-issued stamps be used for postage inside Mali?
2) What would be the first real stamp issue by Mali that was issued on or after 11/1/2009?

Judging by the values of some IGPC-issued stuff, there is no way they are intended for postage, and I don't want just pretty pieces of paper, I want postage!

Tuvalu's IGPC issues are valid for postage and most are available from the philatelic bureau. They also have a definitive set in values from 10c to $5.

Aisaev, that is old information copied from my website TuvaluIslands.com. They have since been all made valid for postage.
