Sovereign Military Order Of Malta "Poste Magistrali"

I have always liked Maltese Issues but then this is a rather Global statement because it could work with almost any country name placed in the appropriate spot.

These two issues have the designation "Poste Magistrali" on them and are not to be found in the Scott Catalogue. I suspect some sort of Official or Revenue use but having the word Poste in the design seems to imply something to do with mail.

Can anyone out there enlighten me?
