If you look at genuine older collections, it is amazing how many stamps were missing pieces! I think they didn't soak them off, but would peel them off.
I have seen collections of 1,500 stamps that were really 1,000 ( 1,500 x .66 = 1,000).
So many thoughts and opinions. It's almost as divisive as the hinge/no-hinge discussions!
I'll jump on the band-wagon with KHJ. I think both stamps are worthy of collecting.
These stamps are useful pieces of philatelic history and both are uncommon stamps regardless of their current state. If you don't want a filler in your album, put it in a stockbook. If nothing else, they may inspire you to find a more presentable version with which to add to your collection.
