The overprint is "kaj sarkari" in Devanagari script, and it means "service". This was a regular postage stamp that was overprinted for official (i.e., government) use. The philatelic term for this type of stamp is "official stamp".

This particular official stamp is mentioned, but not assigned a catalog number in the Scott catalog. The denomination 1r is Nepal #O15(1960). Scott mentions that 5 other overprinted denominations (10p,40p,75p,2r,5r) exist, but were never officially issued.

In 1983, Nepal sold these stamps (including the unissued 5 denominations) as remainders. Some were reported to have been used for postage. I cannot determine if your 10p official stamp is a remainder or genuine postal usage.

As always Khj thanks.
you are a fountain of knowledge out there.
The script language looks so odd in my eyes.

Thank you, but I had to look that info up; it's not from memory. The information is from a footnote in the Scott catalog.

Sorry, I had to correct some transcription errors; please re-read the corrected first post.

There isn't very much of the postmark, but it looks to me very like an older Indian, rather than a Nepalese, cancellation.

'SARKARI' can also be found on other stamps from the region, like this one from Soruth State in India:

which is also an official stamp.
