Wohlfarhtsmarke are a kind Welfare or Charity stamp stamps. As in "For the welfare of...." or "For the benefit of....."

The top three are private printings from Oldenburg, 1948. They're in the Michel Deutschland-Spezial Band 2 in the "Nicht amtliche Ausgaben/Privaterzeugnisse" section, under Oldenburg.
