Found these this morning, and I cant seem to find them in Scotts.





Can anyone help? Are these valuable? They were in a small wax envelope with a card that says "Russia revolutionary war provisionals"

I think they're pre-WWII.

These are 1922 official stamps (listed in Michel under Soviet Union, don`t know for Scott) Cv in Michel 2005 for complete set MNH is 10 Eur.

Michel describes them as "Gebuerhrenmarken fuer Briefmarken-Tauschsendungen" which looks like revenue stamps for stamp exchange, maybe an export tax on consignments of postage stamps abroad?
