Hi Rod, it's been a while so I hope you're doing well.

Do you by any chance know if the 8k typo perf 14 1/4 : 14 3/4(sc:311a) could have a horizontal watermar? Thanks

For what it is worth: I checked up in my Michel catalog.(B7 - Osteuropa 2014). Michel list the Sc#311a as it's number '278 ICX' (perf. 14 1/4 x 14 3/4, Wmk 7 upright). None of the 3 stamps with perf. 14 1/4 x 14 3/4 are listed in Michel with horizontal watermark.
If so it should have been Michel catalog number '278 ICY', the 'Y' being the code for horizontal watermark.

I am not saying it does not exist, it is just not listed in my Michel. Maybe in more specialized catalogs? Good luck.

Hi, here is another Russian stamp with the star surcharge which I'm not sure if I identified it correctly as Sc 219var. Can someone have a look at it and share opinion? Thanks

It is a Scott 219, but I am not sure what variety you think it is?

I believe the "var" refers to it being a block of 4.

I agree, but thought there will something similar if the stamp has got margin.
But my main dilemma is now regarding info in Liapin2009, and I'm not able to determine if the surcharge is shifted etc please have a look. Thanks

Yours is not a shifted center. This has to do with the base stamp and would be very obvious.

I don't know what a shifted surcharge is, but it would also probably be very obvious.
