I identified this as Scott #13 with what looks like an overprint of some sort. It looks similar to the semi-postal overprints, without an amount. Does anyone know what I should file it as?

The overprint commemorates the third anniversary of the Georgian National Guard.

It was intended to be issued on 12th December 1920 as one of a set of nine at double face value (40k for postage and 40k for the National Guard) but this was prevented by the advance of Soviet troops.

Thanks for the info. That is so cool. Stamp are like little time capsules - the hyperlinks of history books. Since it was never issued, is it considered a cinderella?? A semi-semi-postal?
