As 'chasa' correctly stated, it is perforated by "W.J. Gage Co.". In the perfin catalogue it is assigned 'W9' and would be Scott 199-4. The '4' being the rotation of the perforated initials (there are a possible '8' orientations). Stamps were perforated with W9 between 1905 and 1937 and have a rarity factor of 'G', on a scale of A to I, where 'A' is the rarest and 'I' the most common. The 'G' rarity states that there are 1,001 to 3,000 issued.
If you do not collect Perfins then I would be willing to trade other Canadian stamps that you may require for this one.
