I noticed this early Colombia stamp and I noticed that many of the
stamps from this time period (1899-1902) had some interesting
overprints. But I can't tell if this is an overprint, or just
an interesting cancellation. What do the experts say?

Hi Partime

First the country name is Colombia and not Columbia.

It is not an overprint, it is a cancellation.

Thanks to Jerry for reminding me to run the spell checker. I also find
it interesting in that my very old stamp pages use the longer,
"Colombian Republic" as the name for Colombia.

1858 - 1861    Grenadine Confederation
1861           United States of New Granada
1861 - 1865    United States of Colombia
1865 - Present Republic of Colombia

Spell checker would not help as both Columbia and Colombia are valid.
