I have just been made aware of this resource that has most of the US Postal Bulletins digitized in pdf format from the 1880's through to 1971:

The website is apparently a work in progress and as they get through the USPS red tape to grant them access to copyrighted material after 1971, the web site may be expanded.

Until then, this resource contains a wealth of postal-related information from the earliest of days and has a pretty good search engine, too.

I, for one, have bookmarked this resource for future reference.
