Nice stamps filipo!

The arms are those of Viatka (now Kirov) in Russia.

They're not zemstvo postage stamps but I don't know what they are.

I looked in a couple sites about Russia local stamps and no can see.

Could they be some sort of telegraph or telegram stamps (similar to India's) that when you used one half would stay with the office and you would get the other half?
