In the Higgins & Gage catalogs, sizes for postal stationary, postal cards and such are given as per this example "140:60" What measurement system are they using? I am baffled and cannot catalog my foreign covers until I find out. Help?

I would agree it's millimeters. In your example, 140mm = approx. 5-1/2"; 60mm = approx. 2-3/8"
