Wienerborn = "Viennese children," probably in Danish, although Norway and Sweden are also possibilities. These are most likely charity seals for orphans from World War I.

Just ruled out Norwegian
, so Danish or possibly Swedish.

Here's the Bing translation of the Danish wikipedia article "Wienerbørn":

"Viennese Children

From Wikipedia, the free encyclopedia

Following the Swiss example was in the years 1919-1925 facilitated, organized and phased out approximately 25,000 stay for children from Vienna, Viennese children, in Denmark. This happened on private basis as a humanitarian gesture to the poor and hungry children, marked by the serious crisis which struck Austria and especially in Vienna after the defeat in the first world war and the dissolution of the Austro-Hungarian Monarchy. After a stay of 3-12 months turned the children back to Vienna, solbrændte, well-fed, well-dressed and healthy. In some cases, the children had almost forgotten their German mother tongue when they get back, and many kept their Danish knowledge for the rest of his life, when the ties with Denmark were maintained by private mutual visits and by Danish teaching in Vienna.

On the Danish side, was the leading personality overretssagfører Sigurd Jacobsen, who during a stay in Vienna, while the Spanish flu -ridden, had been aware of the children's needs.

In 1927 was attended around 1,000 former foster parents on a visit to Vienna, where there were held a large-scale thank arrangement, and in 1959 was the yet living care parents invited to a ugelangt stay in Vienna as the city's thank you.

Also in the years after World War II came the Viennese children to Denmark, a total of approximately 14,000. These placements were, however, shorter and differently organized, with some of them took place in holiday camps.

In 1969 raised a memorial stone in the Rector Park in Copenhagen, conducted by the Austrian sculptor Paul Peschke, who himself was the Viennese child. Paul Peschke were also some years earlier, the author of a bust of Sigurd Jacobsen in Vienna (in front of the kindergarten Kindergarten 5 in Reinprechtsdorfer Straße 1 c). The bust was unveiled by the then foreign minister Jens Otto Krag, who was on a visit to Vienna on 11 november 1961.

The Danish popular comedy Viennese child from 1941 with Max Hansen in the title role has as theme a Viennese child's return to his foster parents."

Just to demonstrate the similarities of the Scandinavian languages, the Norwegian term for Viennese children is wienerbarn, and on that basis, I ruled out Norwegian.
