What Does The Large Extra Cancellation Mean?

This card has a large circular cancellation that I'm unfamiliar with.

It says ETL M. M. LPP ENVOI DESPATCH August 29, 1983 H4T 1A0
and apperas to be realted to the 4 cents postage due circled "T" stamp, which has the same intensity of the black ink.

It would probably help if I could read French and understand Quebec's short-forms.

Any feedback would be appreciated.

I don't speak French and I am not well versed in Canadian material, but here is some basic information:

The smaller circle with "T" and "04 cents" is a postage due marking. "T" being the French abbreviation for "taxe" as in postage due.

The larger circle, I can't fully identify, however, it is rather common, as I have seen various examples in a web search for postmarks. ETL = French for "establissment de traitement de lettres" and the English version LPP = "Letter Processing Plant". I believe that is one in the same identification, in dual languages of French and English.

Likewise, the term "Envoi" = Sending and "Despatch" is rather self explanatory.

Anyway, that's as far as I got in identifying the abbreviations.

I believe it is a letter processing cancellation. These are cancelled from the sorting facility itself.

If you have access to a Postal Code booklet at your post office, it might prove to be from Montreal (H4T 1A0) as well?
