This looks to me to be a Syrian eagle,

It's similar to the "compulsory military service stamp" in the catalogue for 1948, but lacks any European script.
Could this be a revenue of some sort?
Or am I barking up the wrong tree?

A bit late (like 11 years), but this IS Syria. Its a Syrian Postal Tax Stamp from 1945-7. I know as I just took the time to locate it, as I have one. Happy stamping!

Stampworld identifies it as Rod stated.
Sorry, as numberwhun quoted.
In other places, I might have seen it with different shades, issued in 1949, 1955. It's also shown that it has overprints.

Thanks for that,
"Tax stamps " means revenues (Fiscals)

I am no specialist
My reference is the "Revenue reverend"
