I am almost 100% positive that this is a counterfeit, but wanted the SCF opinion. This is, theoretically, the 1893-1899 Newspaper stamp.

Well, two reasons. (1). My catalog says that ,"counterfeit overprints comprise most of the examples offered for sale in the marketplace". (2) My record on forgeries is close to 100%.

That's not enough information to tell either way,
certainly not enough to suggest "nearly 100% positive"
You place it in your stamp album with notation "forgeries exist"
or do as floortrader suggested.

My guess?
Stamp genuine, overprint forged.
I find it doubtfull because it is SON and! inverted.
