Yes, I do believe it is an early stampless cover from Stuttgart. The resolution of the image makes it hard to examine the handwriting, but early German handwriting can be difficult at any size given the various types of styles. It looks like a possible invoice of sorts.

The Stuttgart cancellation style is called "Zweizeilige Langstempel" in Michel, meaning a long, 2-line cancel, roughly 1812 to 1841, and of no particular (added) value for such a large city.

if 1840 was the first stamp, then something from 1839 would be "pre-stamp"

Actually, until there were "electric guitars," there was no need to specify that something was an "acoustic guitar." Likewise, until there were stamps, there was no reason to designate anything as "stampless." It's just the way it is at that time.
