Are used plate blocks with inscriptions and with or without colour coding collectable? How would they be valued?

Welcome to the forum David

In one word to your question - 'certainly'.

In fact it is probably a 'little harder' to get them used commercially than it is to get them in MNH condition.

My opinion of course.

I forgot to mention in my last posting to you that CVs are usually for MNH or at least mint, but for used I was once told they can be calculated at 6 times the CV of one single stamp used but this is NOT an accurate way.

I am not aware of any special listings where they are catalogued as used.

In fact, I have a small collection of used plate blocks myself and would like to know.

Which country and which time period were the stamps issued/used?

I think used blocks and especially used plate blocks in fine to very fine condition add variety to a collection and I usually always put them in my albums when I manage to acquire them. I imagine truly commercially used plate blocks would be very scarce as I expect most would have been used by collectors and are therefore "philatelic", although once off the paper, who would know.
