Seals were officially called "Christmas Stamps" for the first three years of sale. This led to some confusion. By being called a "stamp," many people thought they were special postage stamps. Additionally, they were sold for one cent each, the same as the postage rate for postcards, the most common mode of use for seals in that time era. In December 1909, the U.S. Post Office Department issued a plea for people to stop using these "Christmas Stamps" as postage.
