Hard to say as the bottom of the picture has been cut off. Coincidence?
Makes it hard to tell.

As Jamesw pointed out, the bottom of the picture has been cut.

However, there should not be a natural straight edge. Therefore, if there is any side that has a (partial) straight edge, it must have been cut and would be considered a damaged stamp.

It's a little hard to tell for sure without a high-resolution close-up of that corner. But it appears to me to be nothing more than a damaged corner combined with poor centering (perfs have cut into the letter).

This is a Penny Blue... which is a rare and wonderful thing.

Your stamp is a Twopence Blue (possibly plate 9 and possibly SG45) with the SG number (and consequent value etc) depending on the watermark and perforation type. There is some damage to top and bottom and it is not very well centered as has been already noted but very common for this stamp. Looks like a possible Liverpool postmark.

The perfs are misaligned. It isn't unusual to see them like this.
