Is this extra line under 6 is something common on a PEI 6 cents stamp?

This is SC 15 if perforation 12.0 x12.0
or
SC 15c if perforation 12.5-13.0

Unitrade 2013 does not show any variations of this issue, so I'd say it is definitely not common, but then I don't collect PEI stamps.

I think it's a 12.5 x 12.5. Probably Sc 15c.
