Hi,

Cut from postcard or something like that?

There is no gum on back. Paper is not thicker like postcard. It is smooth paper like normal stamp.

I'd say a low-grade photocopy meant to defraud the government. Looks like it has a very light circular date stamp [postmark] in the lower left quadrant.

Yes, it is certainly a photocopy. There is no texture. I never saw that before.
