Can't find this one but "STEMPLEMARKE" shows up on Google as Austria revenues so perhaps "STEMPLEMAERKE" is a Norway revenue?.
Can any revenue specialists weigh in?

Definitely a revenue. Forbin lists the general design as 1909, but the values skip from 40o to 80o...maybe it is later than Forbin? (1914)

Similar one on ebay now. Seller seems to have other info on Norway revenues.
