My guess is it is a repellex variety affecting only the cyan cylinder.
A small drop of water landed on only this cylinder and, due to the movement of the cylinder, 'stretched out' across the cylinder across a couple of stamps. If so, it then tells us the direction of printing (is that important?).
Of course, not having any printing background, I could be completely off base.
