Canada Small Queens: 3c With Two Dots

Here is an odd 3c small queen I found. There are TWO dots, one at the bottom left, and one at the bottom right. The bottom left is the normal place for the dots.

Another oddity is that the stamp appears to be #41, the second Ottawa printing (the cancel is dated 1897), which should have NO dots. Opinions?

The stamp is centred high and my opinion is that the two dots are guide dots that were not burnished off the plate. They are in line with each other. They most likely represent where the stamps "should" have been perforated.
The dot on #37 is usually much closer to the LL frame.

Thanks 3Dadeo. Then I assume those two dots would appear on all stamps in the same position on every sheet, i.e. constant?

Wow another thing to add to the insanity that are small queens. The right hand dot looks proper for a position dot and they do travel due to perferations but that is way to far out. I know I have seen them in upper left corners but that was a bad perf job. Be curious to see others like this or maybe a full plate explanation or reference.

BeeSee, yes your logic is sound. The dots would be present in the same location on sheets from that specific printing plate. (until such time as the plate became worn and the dots eventually faded - or were finally burnished off properly).
Also, depending on where the perforations are located, one or more of the dots could be punched out with the perforation holes, or on the top margin of the stamp in the position below yours if the perforations cut above the dots (instead of below).
