wondering why the top perfs would be missing on the sides

The perfs on these stamps were made by what they call "comb perfs". Also they usually don't have such large borders. My guess, and I stress guess is the spacing when they started perfing the sheet.

More than likely a broken perf pin is my guess.

I doubt that this is due to broken perf pins. These stamps were comb perforated, so you'd have to have two broken pins in the same positions. Not likely, I'd think.

The missing perf holes are probably due to misalignment of the perforator. It should have been applied one perf hole lower. This block shows a less dramatic example of a horizontal mislaignment:



the upper row of stamps is slightly wider on the right and the lower on the left, because the comb didn't strike in precise alignment.
