I ran across an ebay auction for this item. I have never heard of such a thing. Anybody heard of this or know about it?

looks to me like a do-it-yourself perforation tool. Bad news written all over that! You should buy it and throw it out IMO. I know they are gun makers and I found one of those tools on an auction lot at Harmer-Schau Auction Galleries with a few other items for 127.00 realized 50.00 appraisal. http://www.harmerschau.com/cgilocal...=1072&lang=1
