I have a 1931 Pulaski stamp with no perfs on two sides, like it may have been the corner stamp on a sheet. In 1931 were there stamps with no perfs on some sides?

Yes, it is the LL corner stamp, and yes, there were many stamps imperf on one or two sides.

The guide lines (cut lines) were for cutting a large sheet of stamps into smaller panes. The post shoes a full sheet with the guidelines. You stamp would have come from the lower left corner of the pane that was the upper right pane from a sheet stamps.
