Help With A Couple Oddball Cancels On US Stamps

I've got about a dozen of these 3c Win the War stamps with this cancel. I'm thinking they were on a parcel or something and maybe the clerk just used whatever they had around. Almost looks like the butt end of a marker or something. Just don't know.

The postage due stamp I've had for a while and have always been curious what the circled "F" signifies.

Really neat but I'm not convinced that it was the butt end of a marker only because there seems to be a deliberate "tail" that hangs down below the outer frame of the killer. It was over inked and struck at such an angle that the complete design wasn't transferred correctly. I like the "F" however! Maybe someone will recognize this obliterater/killer and shed some light on it for you.
