I just found this in a lot of stamps I purchased awhile back. I understand that these can only be used on official mailings from the UN office, correct? Being used, is this something that you would consider uncommon? Thanks!

Not at all uncommon. These can be used only at the United Nations office in Vienna, and they carry official documents, reports, stamp shipments, etc.
