Top, left and bottom are cut so close or into the image that it could be a trimmed perforate stamp. But with a right margin being so large it might be a Scott #12 which was issued imperforate and much more valuable than the perforated variety. However it may be nearly impossible to prove that it is a Scott #12.
Surprised that stamp in that poor condition did receive such a high percentage of catalog .I thought 5% would be more like it .When you start looking at some of the larger stamp auctions and sellers like Dr. BOB ,they both have better than average U.S. going at 1/3 catalog and many very good to fine stamps selling in the 30 % of catalog and starting to see a lot of better worldwide sets falling into that same range .
