The size of each label is about 13 mm wide by 18 mm high. Pair of 2's stricken out with horizontal blue lines, new denomination "4."

I think the paper they are stuck to is kraft paper, the sort of stuff one would use to wrap a package, not envelope paper, for whatever that's worth.

AND the paper the labels are printed on is heavy, too - I think. Cardlike, even.

If will take a stab at what kind of stamps these are. Most likely they are store savings stamps. These were popular in the 40's through the 70's (perhaps earlier). Many stores and catalog stores had their savings stamps to encourage business and customer loyalty.

I read the letters to be N L R E. Since these were used by a lot of smaller local stores rather than by the big chain grocery stores it might be a challenge to identify them.

One of the most popular savings stamp programs was the S&H (Sperry and Hutchison) Green Stamps. I once saw an exhibit of these. Some of them are rather attractive.

Looking for the answer for at least ten years according to this link:

If we can take some of the references shown in these previous posts, it has been determined that the stamps were apparently acquired by a railroad enthusiast, so it is fair to reason that the stamps could be connected to a railroad, perhaps intended to be attached to a ticket or transfer of some sort.

Most everyone agrees the first two letters are "NL". The first thing that comes to my mind is New London (as in Connecticut). As there were several early passenger and freight railroads in that area, could it be connected?

Just some thoughts that might move this toward some sort of a resolution.
