These are known as "war perfs". The perforating pins suffer wear and tear with use. During the war, demand for metal was high. So worn or broken pins were often not replaced, resulting in holes not completely punched out, blind perfs, or even completely missing perfs.
Depends on how many perfs are missing and where, and also what stamp. In your block, I would say not significantly. Were all those missing perfs between the stamps, you might get a few bucks for them. If they were completely missing between two of the stamps, you would get even more.
In the past, I've purchased pairs with all but one or two perfs missing between stamps for a couple of bucks.
You can also find some missing perfs on many newer issues. This is only of value to the right person and it all depends on placement and number missing.
Horizontal pairs imperf between on all three values of this issue are pretty common, cataloging roughly $25-$40 each depending on which value. The one cent vertical pair imperf between is scarcer, about $600 cat.
