This is called a Japanese tourist sheet, and, according to my somewhat limited understanding, these were sold to tourists at Yokohama, where the steamships docked.
The stamps themselves are typically very, very common (sometimes including cut corners of postal cards or postal stationery envelopes), both postal and revenue stamps. I also understand that this was one of the outlets for the prolific local forgers, and part of the way the market for classic Japanese stamps got flooded with forgeries.
Personally, I think these are more valuable left intact than in removing the stamps.
