The second stamp is an Austrian tax stamp (neither a newspaper, nor a due one). Cancelled on Feb, 20th 1895.
The first stamp is written in German "Stamp from the Wenden's Cross" but the currency is Russian, "2 kopecks". Perhaps on the struggles following WWI?

The first stamp is a local stamp from Wenden (now Cesis in Latvia).

This looks like SG 12 from 1884.

"Kreis" means "district".

The Russian province of Wenden (now Cesis, Latvia) issued local post stamps between 1863 and 1901. Yours looks to be from 1880:

Perhaps I should clarify: in general "Kreis" means "circle" but in this context it's the district (around Wenden).

I see the Wenden stamps are listed in Scott at the end of the Russia listings under the name "Wenden (Livonia)".
