I was rummaging through a little stack of older covers and noticed this ratty little cover. What caught my attention was the 1¢ banknote on it. When was the postal rate 1¢ for a letter? Was it for a drop rate or what? Any ideas? Thank you for taking a look. -Jeffrey

Since the postmark is different than the destination, I would think it would be an unsealed circular?

I was just thinking about this one today and if it was an unsealed advertisement then wouldn't it likely have a corner card inscription of some sort or was common to send an un-corner-card advert? Thanks.
