Israel "Promo" Sheets?

I have come across these 2 sheets, one is black on white, the other black on buff. The paper is somewhat glossy, no gum on the back. Size is about 3 x 6 inches.

Any help in identifying these, i.e. are they real, estimated value, would be greatly appreciated
