the second one is Syria (al-Jumhuriyat al-Suriyyat is the top inscription) and I believe the first one is as well (believe first two words in top inscription are the same al-Jumhuriyat al-Suriyyat)

Both are Syrian revenue stamps.
On the first one, its written: The Syrian Anti Tuberculosis Society
